Dear Secretariat,

I am escalating a rights-based complaint under my protected status (UN Declaration on Human Rights Defenders, 1998). PRI logged this matter as Ticket #893 but now refuses to assess substance unless I first identify “named signatories,” and states it cannot consider Solar21-linked funds that are not signatories. This gatekeeping by format/scope prevents ESG harm evidence from entering PRI oversight and creates a loophole shielding misconduct just outside PRI’s perimeter.

I request that the UN Working Group on Business & Human Rights and the OECD National Contact Point (Ireland)review PRI’s handling and recommend a signatory-agnostic intake path where reasonable links to signatory activity exist. Please open an intake, confirm a case/reference number, and indicate next steps and timelines.
